"Renfe has issued a tender for at least 30 high-speed trains capable of 350 km/h, with a total contract value of up to €4 billion including maintenance. Spanish manufacturers Talgo and CAF are unlikely to bid due to speed limitations and tight delivery schedules. Talgo's Avril reaches 360 km/h but is only homologated to 330 km/h and has reliability issues; CAF's maximum is 320 km/h. Foreign firms Siemens (Velaro Novo) and Hitachi (ETR 1000) are better positioned. Chinese CRRC is under EU investigation for state subsidies. Transport Minister Óscar Puente visited factories in Germany, Japan, and China."
