"Germany's digital association Bitkom published a monitor on state modernization. Of 222 federal and state projects, 69% have been started and 9% completed. The federal government (82 projects) leads with 74% started, while the states (140 projects) have 67% started. Bitkom president praised the Digital Ministry but called for major reforms including an AI-friendly amendment to the Administrative Procedure Act and register modernization for the once-only principle."
