EU can challenge Israeli settlements without full consensus via trade measures (ecfr.eu)

• Hungary lifted its veto, enabling new sanctions on settlement financiers.
• Poland, Denmark, Netherlands support an EU-wide trade ban on settlements.
• Spain became the first European country to ban settlement trade in September 2025.

"The EU has trade and financial tools to counter Israeli settlement expansion but must act quickly. Qualified Majority Voting (QMV) could impose settlement trade bans without single-country vetoes. Several member states support an outright ban; Spain already enacted one. The European Commission hesitates, but national measures are rising."
