"Joseph Luns served as NATO Secretary General from October 1971 to May 1984. Born in Rotterdam in 1911, he studied law in Leiden and Amsterdam, served in the Royal Netherlands Navy, and was a diplomat during WWII. As Dutch Foreign Minister he signed the 1957 Treaty of Rome. His tenure at NATO spanned the Cold War détente era. He died in 2002."
