"On 17 March 2026, Ukraine received EU accession conditions for the final three negotiating clusters (Clusters 3, 4, 5), making all six clusters informally open. However, the Verkhovna Rada failed to pass required legislation, including a digital platform tax demanded by the IMF. The ruling Servant of the People party mustered only 120–130 votes against a threshold of 226. The article argues parliamentary collapse is a greater obstacle than Hungary's veto."
