"Under the EU Cyber Solidarity Act, third countries associated with the Digital Europe Programme (DEP) are eligible to request aid from the EU Cybersecurity Reserve. This policy acknowledges the borderless nature of cyber threats and the necessity of regional resilience to prevent spillover effects. Eligibility is strictly contingent upon specific provisions within individual DEP-association agreements. As of November 2025, the Republic of Moldova remains the sole non-EU nation qualifying for this support, having already received deployment assistance in September 2025."
