"On June 16, 2026, the Council of the EU approved Ukraine's inclusion in the EU Cybersecurity Reserve. The Reserve, managed by ENISA, provides incident response services from 47 trusted private providers that have passed an ownership control assessment. Ukraine is a candidate country for EU membership; Moldova was included in 2024. The legal basis is the EU Cyber Solidarity Act, with €36 million allocated under the Digital Europe Work Programme 2025-2027."
