"ESA's European Launcher Challenge aims to expand European launch service supply by procuring from commercial providers. Five challengers were shortlisted: Isar Aerospace, Maiaspace, Orbital Express Launch (withdrawn), PLD Space, Rocket Factory Augsburg. The program requires an orbital launch by 2027 and a capacity upgrade by 2028. ESA has earmarked over 900M€ and will act as customer, not design authority."
