"Germany's Federal Network Agency (BNetzA) has approved a joint proposal by the country's four transmission system operators for standardized contractual modalities governing system services for grid restoration. The framework covers technical requirements for black start capability and island operation, availability obligations, testing procedures, and communication protocols. It does not include liability or remuneration clauses, which will be addressed in individual bilateral contracts. The decision follows public consultation and revisions to align with EU Regulation 2017/2196."
