"The European Commission on June 3, 2026, presented a package for technological sovereignty aimed at reducing dependency on US providers. Core is the Cloud and AI Development Act (CADA), which mandates public administrations to conduct systematic sovereignty risk assessments for their software and prioritize open-source solutions. The Chips Act 2.0 complements the package to stimulate EU demand for AI chips. Total investments of over €320 billion are targeted by 2036, primarily from private capital."
