0xBASE INTEL BRIEF
  • Italy signs the Pax Silica declaration with the U.S. in Brindisi on 31 July 2026.
  • Declaration covers semiconductors, AI and critical minerals; EU Commission already signed.
  • SCSP's Martijn Rasser advises selective de-risking from China, warns the window is closing.

"Italy is set to sign the Pax Silica declaration in Brindisi on 31 July 2026, formally joining the U.S.-led partnership on advanced technology supply chains covering semiconductors, artificial intelligence and critical minerals. The move, driven by Foreign Minister Antonio Tajani, follows Italy's earlier accession to the Joint Statement on AI Opportunity, the U.S. 6G coalition and the Critical Minerals Summit. Martijn Rasser of the SCSP says the initiative is nascent but strategically sound, urging Rome to pursue selective de-risking rather than broad decoupling from China. The signing also highlights the emerging rivalry with China's recently launched World AI Cooperation Organization."
