"Hanan Morsi, deputy executive secretary of the UN Economic Commission for Africa (UNECA), called for an African carbon tax in response to the EU's Carbon Border Adjustment Mechanism (CBAM). Speaking at the African Development Bank (AfDB) annual meeting in Brazzaville on 28 May 2026, she criticized that Africa was excluded from CBAM's design. Morsi warned that climate regulation is becoming trade regulation and threatens Africa's industrialization. AfDB's new president Sidi Ould Tah aims to increase bank capital to close a $400 billion annual development finance gap."
