"Vice-Admiral Luís Pedro Pinto Proença Mendes has served as Portugal's Military Representative to NATO and the EU since August 2025. Born in Luanda, Angola, he joined the Portuguese Navy in 1984, graduated in 1989, and held numerous commands including the sail training ship Sagres and Lisbon Naval Base. His career includes roles in naval operations, innovation, and military intelligence. He has received multiple medals and honors."
