"Russia is planning to restrict diesel and kerosene exports due to Ukrainian drone strikes that have severely reduced refinery capacity. Deputy Prime Minister Novak announced measures to secure domestic supply. Refinery capacity fell to 4.69 million barrels per day in April, down 12% year-on-year. A gasoline export ban was already in place. Fuel rationing was introduced in Sevastopol, Crimea, with a 20-liter limit per vehicle."
