"The NATO Science for Peace and Security (SPS) Programme follows a multi-phase evaluation: initial screening by SPS staff, independent peer review by the Independent Scientific Evaluation Group (ISEG), and political approval by the Partnerships and Cooperative Security Committee (PCSC). Only about 20% of proposals are approved. The full process can take up to nine months."
