"On 15 June 2026, the EU formally opened the first rule of law chapter in accession negotiations with Ukraine and Moldova. Accession conferences for Ukraine, Moldova, and the 27th for Montenegro were held in Luxembourg alongside the Foreign Affairs Council. The EU also moves toward decisions on Chinese overcapacity and the next Multiannual Financial Framework. Chancellor Merz signaled protection against trade distortions but loopholes remain concerning sanctions evasion via Kyrgyzstan."
