"Taiwan makes the world's most advanced semiconductors, but its own military is only beginning to adopt artificial intelligence. A review of open-source Chinese-language articles published since 2023 by Taiwan's military journals and the Ministry of National Defense-linked think tank INDSR identifies six barriers: fragmented AI governance, weak digital infrastructure, underdeveloped data systems, cybersecurity tradeoffs, limited civil-military collaboration, and AI talent shortages. The ministry has created a Defense Innovation Office and an AI office since 2024, but no unified framework exists. The authors recommend focusing the AI office on force-wide governance, funding AI through the regular defense budget, and deepening cooperation with US defense technology firms."
