"Portugal has published a decree-law creating a specific legal regime for testing autonomous vehicles and connectivity systems on public roads. The law, effective 30 days from June 5, 2026, reduces speed limits by 20 km/h and tightens alcohol limits (0.2 g/l for test driver, 0.5 g/l for supervisor). Mandatory insurance coverage is quadrupled. Tests require prior authorization from the IMT. The regulatory move comes as Uber, WeRide, and AVOMO plan to launch robotaxi services in Madrid."
