"The Portuguese Army expects over €1.1 billion from the EU SAFE loan program for modernization. Part of the funds will go toward drones developed by Portuguese firm Tekever, with joint procurement by the Army, Navy, and Air Force. Other priorities include replacing M113 vehicles with Boxers, acquiring CAESAR artillery, and upgrading Pandur armored vehicles (€283 million). The Army aims to grow from 13,350 to 22,000 military plus 3,000 civilian personnel."
