"Russia is systematically strengthening its military presence along NATO borders, building new bases and modernizing existing units. Satellite imagery analysis by Scandinavian and Estonian media indicates a goal of establishing a force of up to 115,000 soldiers after the war in Ukraine. The most significant reinforcement is on the Finnish border, where ground forces are expected to grow from 20,000 to 80,000. A new base in Karelia can house 4,000–6,000 troops, expandable to 15,000."
