"Russia has established the 149th Mixed Aviation Division headquartered in Petrozavodsk, Karelia. The division currently includes the 159th and 689th Fighter Aviation Regiments, previously part of the 105th and 34th Divisions respectively. The 689th Regiment is based in Kaliningrad Oblast, directly bordering Poland. The move is part of a delayed plan announced by Defense Minister Shoigu in December 2022 to create three additional division headquarters; only one has been implemented so far."
