The article argues that while Brussels focuses on regulatory compliance and market gatekeeping, the continent remains operationally tethered to US-dominated cloud and software ecosystems. True digital autonomy is hindered by the absence of scalable local alternatives, rendering regulatory breakup attempts largely ineffective in addressing the fundamental structural reliance on foreign technology platforms for core enterprise and public service functions."
