"Javier Solana served as NATO's ninth Secretary General from December 1995 to December 1999. He chaired the North Atlantic Council, coordinating policy among 16 Allies. He negotiated the Founding Act with Russia and the Ukraine-NATO Charter. Under his leadership, the Alliance invited the Czech Republic, Hungary, and Poland to join. He oversaw the Bosnia peacekeeping mission (IFOR/SFOR) and the 1999 Washington Summit."
